Prison Legal News loses Eleventh Circuit appeal arguing that the First Amendment should preclude the Florida Department of Corrections from impounding that publication based on prohibited ad content: Chief Judge Ed Carnes wrote today’s lengthy opinion, which simultaneously ruled in favor of the publication on a separate procedural issue, on behalf of a unanimous three-judge panel.
